A Custom Hero Widget Chest lets you pick one Widget from its generation instead of rolling for it, which is the only reliable way to get the Widget your march needs.
It depends
A Widget is hero-exclusive gear. Each Widget belongs to exactly one hero, it cannot be moved to another, and each generation has its own set. A Custom Hero Widget Chest lets you choose which Widget from its generation you get, which is the difference between building the hero you planned and building whichever hero the chest happened to roll.
The chest is generation-locked. A Gen 4 chest can only produce Gen 4 Widgets, so a chest bought before you know your march is a bet on a generation you may not field.
That makes the chest a wait-and-see item. It shows up in the Emporium of Enigma, in event shops around generation launches, in KvK and Alliance Championship reward tiers and in packs, and the right time to open it is the moment your main march for that generation is settled.

How much you need
One chest per Widget slot on the hero you are building. Chests are generation-locked, so a Gen 4 chest cannot help a Gen 6 hero.
When to spend it, by server age
Early game
Early generations rotate out fast, and a Widget on an early hero is gone with that hero. Hold any chest you receive; a chest keeps, a Widget on a benched hero does not.
Mid game
Once your main march is settled, open the chest for that generation and pick the Widget for your rally or bear lead. If both a custom chest and a random one are on offer, wait for the custom one.
Late game
Late game each new generation brings new Widgets, and the question is always whether that generation joins your march. If it does, the custom chest for it is worth a reward tier. If it does not, the chest is a decoration.
