It depends

Gear enhancement is the cheap, steady side of gear progression. Where Mithril and Forgehammers are scarce and dramatic, Enhancement XP Parts arrive daily and each one adds a little enhancement experience to a piece. There is always a piece that can take it.

That steadiness is why the timing verdict is situational rather than hoard. In the first month the event scoring on enhancement is small, and using Parts to keep your gear level with your kingdom is worth more than the points you would earn later. Past that first month the scoring grows, and Parts start to belong in an event window like everything else.

They come from daily missions, alliance chests, event rewards and terror kills.

Save it or spend it?

Situational. Early on it is fine to use them freely, but past the first month they belong in an event window.

Early game

Use them as they come. Before roughly day 27 the scoring value is too low to justify holding, and enhanced gear makes every early fight easier.

Mid game

From the second Hall of Governors window onward, Parts go into the pile and come out for gear-scoring phases. The habit switch is the whole trick, and most players make it a few weeks late.

Late game

Late game Parts are just another gear-scoring resource. They accumulate quickly, so a window every few weeks can absorb a large batch on your main march's gear.
