When to spend it, by server age
Early game
From day four, level the expedition skills on the heroes you send gathering and on your first rally lead. Earlier is strictly better for permanent gains.
Mid game
The rally lead and the gathering heroes keep getting the manuals. If your march changes with a new generation, the new lead gets them right away.
Late game
Late game manuals accumulate faster than the march changes, so they flow to the same heroes, and the occasional new lead. There is still no reason to hoard them.
