Attacking beasts and terrors on the world map costs Governor Stamina, and stamina refills on its own over time. There are two pools to think about: the passive bar that regenerates and caps, and the stamina items in your inventory that add to it instantly.

The passive bar is a use-it-or-lose-it resource. Once it is full, regeneration is wasted, so spending it freely between events costs nothing. The items are the opposite. They let you burst through a beast-scoring phase far beyond what regeneration allows, and that is the only time they should leave the inventory.

Stamina items come from daily missions, event rewards and alliance chests.

Late game

Same pattern. The item stockpile grows and the scoring windows absorb it. Letting the passive bar sit full is still the only real waste.
