Full background story
Quinn had better watch his back. There's a new favorite in the music town, and his name is Jaeger, a traveling bard who seems to have picked up a trade or two along the way. Applause follows him the way flies follow honey. Sighs of appreciation are just Tuesday. As for the constant requests of "would you be so kind as to play for us tonight, sir," Jaeger gave up trying to fill them all long ago. In a world hungry for exactly his particular mix of talents, he holds a governor's attention as easily as a beggar's. He draws a crowd at every crossroads he stops in, and he's collected no shortage of favors he can call in whenever he likes. These days there are even books written about him.
The Royal Library keeps several collections of the anecdotes he's told at parties over the years. One knight, in one of them, complains to his wife that he cannot sleep. "Why, you fool of a man?" she asks. "My armor wakes me every time I move," he sighs. She tells him to take it off. He looks at her, horrified. "And face you in the morning without it?"
A writer named Seth, not yet famous but working on it, has put together a slim volume of Jaeger's own lines called My Time with Jaeger. Some of the better ones made the cut: "Women are to be loved but never understood," delivered to a woman named Alice. "I have made a waste of time and time has made a waste of me," muttered after a poor harvest. And, offered as a passing thought before heading into battle: "To be or not to be, that is the question."
Separate from all this, and possibly connected to it in ways nobody has confirmed, there's an organization called the Wander, said to be one of the most tight-lipped groups anywhere in the kingdom. Rumor holds that it's a network of quiet operatives passing information back and forth from every corner of the land, run from the center by a traveler with eyes and ears in high places who goes only by the codename Y. Y is the mind behind the whole operation, able to stir up trouble wherever and whenever it suits their purposes. Nobody has learned who Y really is. What every governor in the kingdom does seem to know is that ignoring Y's reach is a fast way to put their own future at risk.

Is Jaeger worth the risk given his high-variance reputation?
Game of Chance can whiff into healing the enemy instead of hitting it, but Fatal Attraction's stun and Rumormonger's damage-amp are both reliable, so most of his value doesn't ride on that one coin-flip.
What does Rumormonger actually do?
Raises enemy damage taken by up to 30% for 3 seconds, a damage-amp debuff, not direct damage, which is why it's a setup tool for whoever hits next.
